As for the common people, they will not have constant hearts if they have no constant means of support. Without constant hearts they will act wildly and illegally, and stop at nothing.

As to the people, if they have not a certain livelihood, it follows that they will not have a fixed heart. And if they have not a fixed heart, there is nothing which they will not do, in the way of selfabandonment, of moral deflection, of depravity, and of wild license.

If the people have not a stable living, they grow unstable of heart. And without a stable heart, loose and lawless deeds, wrong and waste will not be wanting,

Unless they have a constant livelihood, the common people will never have constant minds. And without constant minds, they'll wander loose and wild.

As to the common people, unless they are provided with constant supplies, they will not be stable, but will give way to depravity and go to all lengths of wickedness.
